Vancouver’s development regulations have never been simple.
For decades, a project could be governed by a combination of zoning regulations, community plans, rezoning policies, neighbourhood-specific design guidelines, housing policies, view protections, solar access requirements, and technical bulletins. Two sites only a few blocks apart could face very different design expectations.
That system is now undergoing a significant change.
In July 2026, Vancouver City Council approved the new City-wide Design and Development Guidelines (CDDG), scheduled to take effect on October 27, 2026. The initiative consolidates more than 70 existing built-form and urban-design policies and guidelines into a more unified framework.
At first glance, this may look like an administrative simplification.
For property owners and developers, however, the more important change is philosophical: Vancouver is moving toward a more performance-based approach to development and urban design.
And that could change how we evaluate development opportunities.
From Prescribing a Building to Evaluating Its Performance
Traditional design guidelines often tell architects quite specifically how a building should be shaped.
A guideline might prescribe building depth, setbacks, upper-storey stepbacks, tower dimensions, courtyard relationships, or other geometric controls. Over time, these rules can accumulate, sometimes producing buildings that comply with individual requirements but leave relatively little room to respond creatively to the particular site.
The new CDDG is intended to place greater emphasis on performance standards and outcomes.
Instead of asking only:
Does the building match a prescribed form?
the question increasingly becomes:
Does the proposed design achieve the urban-design objective?
Those objectives remain familiar and important: access to daylight, views and open space; appropriate relationships with neighbouring properties; comfortable streets and public spaces; privacy; livability; and a building form that contributes positively to its context.
The difference is that there may be greater flexibility in how those outcomes are achieved.
That distinction matters.
A Constraint May No Longer Have Only One Design Response
Consider a hypothetical development site where maximizing housing potential creates a conflict with daylight, privacy or neighbouring open space.
Under a highly prescriptive framework, the solution might effectively be predetermined: reduce a particular portion of the building, apply a standard setback, or follow an established massing configuration.
A performance-based approach creates another possibility.
Could the building be reorganized?
Could mass be moved to a less sensitive part of the site?
Could a different building orientation produce the same or better daylight conditions?
Could changing the relationship between the building, courtyard and street improve both livability and development efficiency?
The objective has not disappeared. But there may be more than one way to achieve it.
For a good site, that flexibility can have real value.
The Changes Go Beyond Building Form
The CDDG is also arriving alongside a broader modernization of Vancouver’s residential development regulations.
Recent changes and proposed reforms address issues such as family-unit requirements, apartment layouts, balconies, residential amenity spaces and storage.
One example is balcony design.
Historically, floor-area exclusions could indirectly limit how much balcony space a project could provide without affecting its allowable density. The updated approach removes some of those constraints, allowing the design of outdoor space to respond more directly to livability and architectural considerations rather than an arbitrary floor-area threshold.
Another example is apartment planning.
Vancouver is introducing greater flexibility for certain interior rooms without exterior windows while maintaining natural-light requirements for principal living spaces and bedrooms required to satisfy family-housing requirements.
These may appear to be technical changes, but collectively they affect something much larger:
how efficiently a permitted building envelope can become good, usable space.
That is ultimately a development question, not simply an architectural one.
More Flexibility Does Not Necessarily Mean Easier Approvals
There is an important caveat.
Performance-based regulation does not mean that anything can be justified through design.
In some ways, it can demand more from the design team.
When a project follows a clearly prescribed solution, compliance may be relatively straightforward to demonstrate. When a project proposes an alternative response, the architect needs to show why that response achieves the underlying objective — sometimes through massing studies, shadow analysis, contextual analysis or other evidence.
The conversation with the City therefore becomes less about simply finding the applicable number and more about understanding why the regulation exists in the first place.
This is where early design thinking becomes increasingly important.
Feasibility Should Come Before the Building Is Designed
When we evaluate a development site, the first question is often:
“How much can we build?”
It is an important question, but permitted density alone rarely provides the answer.
A site may theoretically allow a certain FSR or height and still be unable to accommodate that potential efficiently once building depth, access, daylight, outdoor space, circulation, parking, servicing and neighbouring conditions are considered.
Conversely, a site that initially appears constrained may have opportunities that are not obvious from reading the zoning table alone.
As Vancouver moves toward a more integrated and performance-oriented framework, early feasibility studies should therefore test more than one compliant envelope.
They should ask:
- Where are the real constraints on this particular property?
- Which constraints are fixed regulations, and which are design objectives?
- What development potential is theoretically permitted?
- What portion of that potential can realistically become efficient, marketable floor area?
- Is there an alternative massing strategy that performs better?
- Where is it worth pursuing design flexibility, and where is it better to stay within a conventional approach?
These questions are relevant whether the project ultimately becomes townhouses, an apartment building, a mixed-use development or a tower.
A More Flexible System Makes Early Judgment More Valuable
Simplifying Vancouver’s development guidelines is a positive step.
But fewer documents do not necessarily make development decisions simple.
In a more performance-based system, understanding the intention behind the rules becomes increasingly important. Two designs may technically pursue the same density while producing very different results in livability, approval risk, construction efficiency and development value.
For property owners and developers, the opportunity is therefore not simply to build more.
It is to understand a site well enough, early enough, to identify the right development strategy before committing to a building solution.
That is where thoughtful feasibility and architectural judgment can have the greatest impact.
